Central Registrar of Cooperative Societies, Department of Agriculture, Cooperation and Farmers Welfare, GOI issued orders for winding up of Super Bazar under Section 86 of the Multi-State Cooperative Societies (MSCS) Act, 1984 in July 2002. |

The Government of India extended financial support of Rs 32 crores for bridging resources gap of Super Bazar during the period from 05.09.2000 to 09.08.2002. This amount was mainly utilized by Super Bazar to pay the salaries of the employees. |

After the winding up of Super Bazar, a voluntary retirement scheme was offered to all employees of the Society. However, only 965 employees opted VRS and the remaining 1030 employees did not opt for VRS. |

Consequent upon the order of winding up, an amount of Rs 36.50 crores was released by the Govt. for making payment of retirement dues to the outgoing employees under Voluntary Separation Scheme and as retrenchment compensation to the employees of Super Bazar |

Employee Unions of Super Bazar filed number of Writ petitions in Delhi High Court challenging the order of winding up of Super Bazar issued by the Central Registrar of Cooperative Societies on 05.07.2002, which was dismissed on 29.12.2003 and 07.05.2004. |

Thereafter, a Karma Chari union filed a review petition in the Delhi High Court and the same was dismissed. |

Remaining 1030 employees challenged the order of winding up in the Hon’ble Supreme Court. After a detailed hearing of the case, the Hon'ble Supreme Court constituted a Committee of three officers i.e. Secretary to the Government of India, Department of Consumer Affairs, Central Registrar of Cooperative Societies and Official Liquidator, Super Bazar to explore the possibility for its revival and also directed it to invite bids from interested bidders. In compliance of the order dated 05.05.2006 passed by the Hon’ble Supreme Court, bids were invited and evaluated by the said committee. The report of the Evaluation Committee was accepted by the Hon'b1e Supreme Court in entirety on 26.02.2009. All three workers’ unions of Super Bazar also accepted the report. On the recommendations of the Evaluation Committee, the Hon’ble Supreme Court vide order dated 26.02.2009 has awarded the management of Super Bazar to M/s Writers and Publishers Ltd. (WPL) MP Nagar, Bhopal as an agency for revival of Super Bazar. |

The new management of Super Bazar started operations in July, 2009 and the same were continued upto March, 2016. During the operation of Society, M/s WPL had retrenched all employees in October 2012. Thereafter, M/s WPL tried to sale out the properties of Super Bazar. The Hon'ble Supreme Court did not permit it to do so. Consequently, M/s WPL submitted an application to withdraw their management and requested for refund of their entire investment. |

On 29th March, 2016 after a series of discussion and pleadings, the Hon’ble Supreme Court of India upheld the winding up order and directed the Official Liquidator to refund the entire investment made by M/s WPL with 6% interest subject to CAG report. The Liquidation proceedings are being carried out by the Official Liquidator, Super Bazar, Delhi. |
